Dacorum Borough Council engaged Manifest Consulting to provide expert, independent support in reviewing and improving its property compliance and building safety functions. This partnership began following the Council’s self-referral to the Regulator of Social Housing concerning statutory compliance.
Dacorum Borough Council required support to review and strengthen its property compliance and building safety functions following a self-referral to the Regulator of Social Housing. Initially, Director of Housing Consultancy Peter Salisbury acted as a “critical friend”, offering advice, insights, and ongoing guidance. The goal was to collaborate with the in-house team, helping them to solve problems together and develop action plans that met their needs.

This ultimately helped the Council achieve 100% compliance across the six compliance areas – Gas, Fire, Lifts, Water, and Electrical Safety as well as Asbestos Management at the start of 2025.
